What is the step-by-step process to verify if a housing society or commercial project in Islamabad has a valid NOC and approval from the CDA?

Verifying the legal status of a housing society or commercial project in Islamabad is a critical safeguard. To protect buyers from fraudulent or unapproved schemes (like the unauthorized phases of Ghauri Town), the Capital Development Authority (CDA) operates under a strict, two-tier approval process. Following a structured verification process will help ensure a project is fully compliant before any funds are committed.
The Verification Process
Check the Live CDA Master Lists
10 mins work
Visit the official CDA website (cda.gov.pk) and navigate to the Housing or Private Schemes section. The CDA maintains three distinct, regularly updated alphabetical directories that must be checked: Approved Housing Schemes: Societies that hold a valid NOC.
Illegal Housing Schemes: Projects explicitly flagged for operating without approvals. Societies with Approved LOP but No NOC: Projects that have passed initial structural reviews but are legally prohibited from selling plots or starting development.
Verify via the CDA Initial Property Verification Service (IPVS)
15 minutes
For micro-level verification of specific plots or commercial units, utilize the digital IPVS portal on the CDA website: Register an account and log in. Input the exact property coordinates, society name, or use the portal’s interactive GIS map to zoom in on the specific land parcel. Generate an Initial Property Verification Report (PVR) to confirm if that specific piece of land falls within the legally approved boundaries.
Confirm the Requires Document Review
If a developer claims they are "approved," demand to see their official letters and cross-reference the two distinct stages required by Islamabad law: Stage 1: Layout Plan (LOP) Approval: This means the CDA technically approved the society's map, road widths, and open spaces. An approved LOP is NOT an authorization to sell.
Stage 2: No Objection Certificate (NOC)
Issuance:
This is the final legal clearance. A society can only legally market, sell, and execute transfers after the formal NOC letter is gazetted and issued.
Cross-Reference Phase, Block, and Extensions
Critical Detail Check
A common trap in Islamabad real estate is a society holding an NOC for Phase 1, but actively marketing an unapproved Phase 2 or an extension. Review the exact text of the NOC. Verify that the specific block, sector, or phase of the plot being considered is explicitly covered under the total approved acreage specified in the CDA documents.
